Getting HOA Approval for a New Roof in Saratoga & Palo Alto

In Almaden Estates, Parker Ranch, Los Gatos Hills, Saratoga Woods, and most Palo Alto HOAs, you cannot start a re-roof without written architectural review committee (ARC) approval. Get the submittal wrong and you're looking at a 60-day resubmit — right through the winter storm window.

What the ARC actually wants

  1. Material sample — a physical piece of the exact tile, shingle, or metal panel. Photos are rejected.
  2. Color board — the CRRC label plus a 12"×12" sample mounted on foam core with color name and manufacturer's SKU.
  3. Elevation drawings or aerial — showing which slopes are being replaced.
  4. Contractor's CSLB license, bond, and insurance certificates — most Covenant homes require $2M general liability minimum.
  5. Written statement from the contractor confirming the material matches or exceeds the original.

Why "matching original" matters more than you think

Most Covenant-era Saratoga homes were roofed with two-piece Mission clay barrel tile. If you submit a lightweight concrete S-tile "in the same color," it usually gets rejected — profile matters as much as color. We keep sample kits from Boral, Eagle, MCA, Redland Clay, and US Tile Ludowici for exactly this reason.

  • ARC review — 21–30 days (monthly meeting cycles)
  • Approval or resubmit — day 30
  • City permit — 5–10 days after ARC approval
